SECoop Opens Basic Training for Groups in Laleia Administrative Post.

Laleia, June 11, 2025

On Wednesday morning, His Excellency the Secretary of State for Cooperatives (SECoop), Eng. Arsénio Pereira da Silva, M.Agr., officiated the opening of training for the Land and Money Loan Groups from the villages of Lifau, Hatu-Ralan, and Kairui, in the Laleia Administrative Post.

This training aims to support groups previously formed by World Vision Timor-Leste (WVTL) to help them transition into sustainable cooperatives, becoming sources of income for member households and contributing to the local economy.

During the opening, His Excellency encouraged the participants to fully engage in the training throughout the week, to better manage their groups when they officially become cooperatives in line with the cooperative decree-law.

“I thank World Vision for its initiative and for being a government partner. The Secretariat of State for Cooperatives will continue to support these target groups by providing basic cooperative training so that they can transform into sustainable cooperatives. Once established with legal recognition and proper statutes, cooperatives are much harder to dismantle,” stated SECoop.

The Secretary also encouraged participants to stay curious, ask questions, and seek deeper knowledge, so that by the end of the training, they are well-prepared to implement sound cooperative management.

Participants come from three groups, totaling 35 individuals. The basic training runs from June 11 to 17, 2025, at the Laleia Parish Hall, Manatuto Municipality.

The opening ceremony was attended by representatives of WVTL, the Laleia Administrative Post Administrator, and the PNTL Laleia Command representative.
